Abstract. The problem of synthesis of a ballistic structure of orbital constellation of spacecraft is considered as a problem of optimal control over a dynamic system. The problem is formalized and reduced to the traditional formulation of the problem of optimal control over a dynamical system with a free right end, the methods for solving the later problem being known.
