Reviewing Policy

Izvestiya vysshikh uchebnykh zavedeniy. Priborostroenie is a peer-reviewed monthly scientific and technical journal. The publication reviews all materials submitted to the editorial office that correspond to its subject matter, for the purpose of their expert evaluation. All reviewers are recognized experts on the subject of peer-reviewed materials and have had publications on the subject of the reviewed article for the last 3 years. The reviews are kept in the publishing house and in the editorial office of the publication for 5 years.

The editorial board of the publication sends copies of licenses or a reasoned refusal to the authors of the submitted materials, and also undertakes to send copies of reviews to the Ministry of Education and Science of the Russian Federation when the corresponding request is received by the editorial office of the publication.

The reviewer is notified that the submitted manuscript is and remains the property of the authors' and the content of the manuscript is not to be disclosed. The reviewer follows the Review Requirements. If appointed reviewer believes that assessment of the investigation presented in the paper is beyond his scope, he returns the manuscript to the editorial board as soon as possible.

Expert opinion provided by a reviewer is not a final decision. If disagreed with the reviewer, the author may convey a reasoned objection to the Editorial Board. Then the manuscript may be sent to another reviewer or considered by the Editorial Board. In case of disagreement between the authors and referees, the final decision to accept or reject a paper is made by the Editorial Board.

A manuscript sent to the author for revision, is to be resubmitted within three months. The revised paper must be accompanied by a letter with detailed replies to all the critical remarks, and explanations for all the corrections performed.  

A manuscript subjected to considerable revision in accordance to reviewer recommendation is sent for second reviewing to the referee appointed initially. 

The decision to accept a manuscript after reviewing is made by the Editor-in-Chief or by the Editorial Board as a whole if necessary.

The submitting author is informed of the decision by the Executive Secretary. The maximal time allowed for reviewing, from the date of the manuscript arrival to the Editorial Board and up to the final decision comprises three months.

The most important factors to be taken into account by the reviewer are:

  • whether the paper fits the Journal profile;
  • novelty of the results and their significance for the specific field of scientific research;
  • logic of justification, convincingness of argumentation, clarity of statements, competence in describing results, methods, and approaches;
  • completeness and correctness of the list of references with the account for citation necessity, urgency, and availability for readers;
  • comprehension of tables, schematics, illustrations;
  • quality of presented graphics (only computer-assisted images are accepted);
  • refraining from repetition of results or statements presented in earlier publications.

Special consideration must be given to the style and correctness of the abstract of the paper.

All the notes made by reviewer must be thoroughly justified and presented as correctly as possible. Reviewer should be respectful to intellectual sovereignty of the authors.

Peer-reviewed manuscript may be recommended for publication, or send for further processing, or rejected due to unfit to the Journal profile or by other convincingly motivated reasons.

The Reviewer must inform Editor-in-Chief of similarity between the manuscript under consideration and any other paper published elsewhere, as well of the use of borrowed data.
