A method is proposed for construction of logical-linguistic model of fuzzy inference amendments with the account for decisions made in a set of control cases. A modification of Sugeno fuzzy inference systems algorithm is developed on the base of generalized Faber — Schauder basis functions. The modified algorithm makes it possible to reduce decision errors with immutable semantics of initial definitions.
8
Security system model based on the set theory is analyzed with the account for specific features of the security system, threats manifestations, and environmental conditions. Criteria of choice of object parameters measured by detection devices are formulated.
13
A scheme is proposed to improve communication system reliability with the use of a high-strength encryption algorithm. The algorithm reliability is provided by a scale encryption generator with a non-linear complexity block designed on the base of the theory of Boolean functions prohibitions. The results can be used in devices for transfer of responsibility information.

DEVICES AND SYSTEMS OF AUTOMATIC CONTROL

18
The problem of increasing the reliability of diagnostics for the complex technical systems in the conditions of uncertainty is considered. A diagnostic technique was developed on the base of a posteriori conclusion of the Bayesian belief networks, including synthesis of the optimal diagnostic strategy taking into account dynamics of the a priori information and various laws of the distribution of continuous diagnostic signs.
26
An algorithm of robust control over linear objects described by parametrically and signal-uncertain differential equation with delay is proposed. The static control algorithm provides proximity of the object output to a reference signal with a desired accuracy. Simulation results illustrating the algorithm performance are presented.
IMPACT OF EXTERNAL PERTURBATION ON INERTIAL SENSOR ERRORS Sergey V. Luchko, Sergey Yu. Baluev, Mikhail A. Vatutin, Igor S. Guryev

A mathematical model of movement of sensitive element of pendulous compensation- type accelerometer is presented. Results of numerical integration are generalized, and influence of perturbations on measuring accuracy of accelerometer СЕ-199 in periodic operation mode with pulse-width modulator of the second kind is carried out.

ELECTRONIC AND ELECTROMAGNETIC DEVICES

39
The problem of optimization of data-hold device characteristics depending on spectrum width and central frequency of random input signal is considered. Optimization of the data-hold device weight coefficients is shown to reduce significantly the extrapolation errors.
45
A method is proposed for determination of an object angular position relative to another one. Theoretical substantiation of the method and expressions for object rotation angles calculation are presented. Results of experimental study are described.

OPTICAL AND OPTO-ELECTRONIC INSTRUMENTS AND SYSTEMS

50
Technology of polymer optical element formation on a fiber top by polymerization with the use of outgoing radiation from the fiber is investigated. Analysis of the formed microelement focusing efficiency is carried out.
TRANSFORMATION OF CRYSTAL CONOSCOPIC FIGURES UNDER CHANGES OF OPTICAL OBSERVATION SYSTEM Olga Yu. Pikoul, Genrietta V. Kulikova, Vladimir I. Stroganov
55
Variation of observation scheme is shown to lead to the transformation of crystal conoscopic figures thus expanding the method capabilities in investigation of optically active crystals. Results of experiments carried out with TeO2 active crystal under changes in position of a quarter-wave plate in the optical observation system are presented.
NEAR-FIELD HIGH FREQUENCY SENSING FOR ESTIMATION OF SURFACE ACTIVITY OF POLYETHYLENE PIPELINE COVER Baloshin Yury A. , Mikhail G. Ryzhov, Pavel N. Silin, Anatoly A. Sorokin, Mikhail A. Ustinskov
58
A method of estimation of relative surface activity of polyethylene after thermal treatment is discussed. The method is based on detection of relative dielectric conductivity change in surface layer. Detection is performed with designed sensor and autonomous indicator.

HEAT REGIMES AND RELIABILITY OF INSTRUMENTS AND SYSTEMS

62
Thermal regimes of instruments on the base of fiber optical gyroscopes are studied with the use of up-todate software. Suggestions on optimization of the instrument design and further investigation in the field are formulated.
67
Connection between of fluidization quality with the fluidized bed heat and mass transfer characteristicsis demonstrated. Results of experimental study are presented; analysis of practical application of the results to industrial equipment diagnostics is given.

INSTRUMENT-MAKING TECHNOLOGY

APPLICATION OF THE THEORY OF EXPERIMENT PLANNING TO OPTIMIZATION OF ROUGHNESS OF FUNCTIONAL SURFACES Yulmetova Olga S., Valetov Vyacheslav A., Shcherbak Alexander G.
73
The necessity of optimization of roughness affecting the optical characteristics of rotors in electrostatic gyro with optoelectronic read-out systems is justified. An optimization algorithm is developed on the base of the theory of experimental planning and non-parametric criteria of roughness estimation for functional surfaces.
79
The problems of design of technological operational control over manufacturing process of electronic modules containing internal installation components are considered. Theoretical principles of monitoring system construction are formulated; procedure of the system synthesis is described.
