Abstract. On the basis of small spacecrafts system application for specified area observation by complex of varied utility airborne hardware for the first time is defined the correct mathematical set of technical and economic task for choice a list of system and airborne hardware that implements desired validity of information obtained when funding is limited. The task decomposition was allowed preparing a method of separate solution for technical task with admissibility criterion and economical optimization task.
