PROBLEMS AND METHODS OF RESERVATION IN INFORMATION SECURITY Shcheglov Konstantin A, Shcheglov Andrey Yu
507
The problems and potentialities of reservation methods application in the field of informational security are considered. A concept of reservation of information system elements relative to threats of attack is introduced. Internal contradictions of reservation methods are revealed. The contradictions are shown to limit practical applicability of the methods to the complete problem of information protection, including confidentiality support, save access to the information, and data integrity. A method is proposed for reservation of information system elements with division of information processing procedure between the system elements.
APPLICATION OF A TARGET SELECTION METHOD IN OPERATION OF MULTIPOSITION INFORMATION AND MEASURING SYSTEM Parshutkin Andrey V, Levin Dmitry V., Loskutov Andrey I, Dunikov Artem S.
515
A method is proposed for target selection when combined processing of single measurements by territorially-separated radar stations is performed. The fundamental effect of the method applied to space survey by multiposition radar station is demonstrated.
520
Existing algorithms of intra-frame pixel brightness prediction are considered. The algorithms used in video compression standards H.265 and VP9 are analyzed, characteristics of the algorithms are studied, and recommendations on their application are formulated. It is shown that a fundamental problem in video compression is the referent frame redundancy, and reduction in spatial redundancy may be improved by increasing the efficiency of intra-frame prediction algorithms. Particular attention is paid to indicators such as quality, compression ratio and computational complexity of compression process. Improving the flexibility of the mechanism of prediction procedure selection is found to reduce significantly the computational expenses while retaining the prediction algorithm performance. An adaptive method of intra-frame prediction based on the algorithm introduced by H.265 standard is proposed. The method is invariant to variations in video scene properties and reduces significantly the computational cost at the expense of a slight decrease in the video series quality. Results of testing the developed method with the use of a number of video sequences from JCT-VC test set for the H.265 standard are presented.
527
An architecture style is developed, description of the style and notation based on UML for specification and analysis of embedded systems in terms of multi-level organization and hardware. Analysis of relationships between the hardware and software components, and the system life cycle stages is presented.
533
Effective capacity of an information network consisting of homogeneous independent operators is estimated when the operators are subject to internal and external disturbing factors. The mathematical model used in the study is based on supposition of inverse relationship between the damage and the transmission capacity. For a given critical value of the network capacity, the risk level (a critical condition emergence probability) and corresponding damage volume are determined.

OPTICAL AND OPTO-ELECTRONIC INSTRUMENTS AND SYSTEMS

537
An autocollimation method for measuring the focal distance of a long-range lens Apo-Mars-7 at the wavelength of 1.064 um is described. Factors affecting the final measurement uncertainty are considered. Limitations of the method application to other wavelengths and lenses are specified.
ON STEREOSCOPIC MEASUREMENT METHOD Guzevich Svyatoslav N.
543
The stereoscopic measurement method using optical and electromagnetic meters are analyzed. An explanation for systematic errors in electromagnetic field measurements using a single meter is provided. Geometric and temporal dependencies of object position and size determined with the use of the stereoscopic method are derived. The dependences are shown to coincide with relations between the images and the object size obtained from the general relativity principle.
STANDARD EMITTERS FOR CERTIFICATION OF SENSORS Gennady Ishanin, Fastova Natalia I.
550
Standard emitters of the black body type designed for certification of various optical instruments including sensors and detectors of radiation are considered. A method of measuring temperature of the emitters is described.
555
The problem of determination of temporal position of CCD ruler output signal used for measuring spatial coordinates of a point radiation source is considered. An analysis of accuracy is carried out for two approaches to signal time positioning — by the signal front, and by the signal maximum occurs.
POSSIBILITY TO EXTEND LIFE CICLE OF FIBER OPTIC COMMUNICATION LINE Lipskaya Marina A., Mekebaeva Ardak K., Mataeva Aiym B., Коsyakov I. О.
561
Factors affecting optical fiber durability during operating are analyzed. A new design of fiber optic cable is proposed to extend the communication line service life. The fibers in the cable are arranged loosely and have enough place for relative elongation of 2—5 %.

HEAT REGIMES AND RELIABILITY OF INSTRUMENTS AND SYSTEMS

565
A new method for investigation of flow and heat transfer is proposed. The method combines PIVtechnology with gradient heat flux measurement. The method implementation is demonstrated by the example of study of heat transfer and air flow around a cylinder for various values of angle of attack.
INVESTIGATION OF THERMAL CONDUCTIVITY OF SILICONE BASED COMPOSITE MATERIALS WITH FILLERS Mikheev Vladislav A., Sulaberidze Vladimir Sh., Mushenko Vasily D.
571
Specifics of theoretical evaluation of thermal conductivity of the composite material are considered, the effect of dispersed filling phase is analyzed. The method of design of a formula for the composite thermal conductivity by inversion of the filler and the binder is shown to be efficient.
PLACEMENT OPTIMIZATION OF PRINTED CIRCUIT BOARDS IN THERMAL DESIGN OF HERMETICALLY SEALED UNIT Krishchuk Vladimir N., Shilo Galina N., Lopatka Yuliya A., Gaponenko Nikolay P.
576
The influence of placing of printed circuit boards on thermal conditions of stack package is considered. Peculiarities of heat removal in hermetically sealed unit are described. A method for optimizing the boards placing with due regard for differences between heat power dissipated by separate functional units is developed with the use of a CAE system for simulation of thermal conditions.
